भारतीय सुरक्षाकर्मीद्वारा नेपालीको हत्या/ज्यादती भो: गृह

काठमाडौ, जेष्ठ १३ - गृह मन्त्रालयले भारतीय सीमा सुरक्षा बलको ज्यादतीपूर्ण व्यवहारप्रति गम्भीर ध्यानाकर्षण भएको जनाएको छ । भारतीय सुरक्षा बलका अधिकृतहरूले एक टिन खानेतेल नेपालतर्फ ल्याएको विषयमा विवाद गर्दै नेपाली भूमिमा प्रवेश गरी गोली प्रहार गरेको घटनाका विषयमा मन्त्रालयले त्यस्तो ध्यानाकर्षण गराएको हो । घटनामा ५५ वषर्ीय वासुदेव साहको मृत्यु भएको थियो ।
मन्त्रालयद्वारा जारी विज्ञप्तिअनुसार नेपाली भूमिमा भारतीय प्रहरीले गोली प्रहार गरेलगत्तै प्रतिकारस्वरूप नेपाल प्रहरीले पनि दुुई राउन्ड हवाई फायर गरेपछि भारतीय प्रहरी चढेर आएको मोटरसाइकल छाडेर फरार भएका थिए । प्रहरीले घटनास्थलबाट भारतीय प्रहरीले भाग्ने क्रममा छाडेका बीआर३८बी००३६ नम्बरको मोटरसाइकल, ९ एमएम पेस्तोलको खोका र कर्ड बरामद गरेको छ । दुवै पक्षबीच गोली हानाहान भएपछि उत्पन्न भएको विवाद साम्य पार्न प्रहरी निरीक्षकस्तरमा अधिकृतहरूले वार्ता गरेका थिए ।
मन्त्रालयले गोली हान्ने दोषीलाई कडा कारबाही गर्न र मृतकका परिवारलाई राहत व्यवस्था गर्न मंगलबार परराष्ट्र मन्त्रालयमा पत्राचार गर्ने निर्णयसमेत गरेको जनाएको छ । 'मोरङको अमाहिवरियाती क्षेत्रमा नेपाल-भारत सीमाबाट दैनिक उपभोग्य सामान ओसारपसार गर्ने विषयलाई लिएर नेपाल र भारतका सुरक्षाकर्मीबीच विवाद भएको हो,' मन्त्रालयको विज्ञप्तिमा भनिएको छ, 'सोही दिन बेलुका साढे ८ बजे नेपालस्थित अमाहिवरियाती प्रहरी चौकीमा कार्यरत प्रहरी हवल्दारसहित दुईजना गस्तीमा निस्किएको अवस्थामा भारतीय सीमा सुरक्षा बलका इन्स्पेक्टर हितैन्द्र सिंहसहित दुई जवान सादा पोसाकमा आएका थिए ।'
विज्ञप्तिअनुसार उनीहरू सीमाभन्दा करिब दुई सय मिटर नेपालतर्फ प्रवेश गरी इन्स्पेक्टर सिंहले आफ्नो साथमा ल्याएको पेस्तोलबाट फायर गर्दा साहलाई दायाँ छातीमुनि गोली लागेको थियो । उनको उपचारका क्रममा कोसी अञ्चल अस्पतालमा निधन भएको थियो

जाजरकोटमा कांग्रेस विभाजित

जाजरकोट, , जेष्ठ ११ - लामो समयदेखिको आन्तरिक बिबादपछि  नेपाली कांग्रेस जाजरकोट दुई चिरामा बिभाजन भएको छ ।   एकिकरण भएको ४ बर्ष बितिसक्दा पनि बिबाद सुल्झन नसक्दा काग्रेस संथापपन र प्रजातन्त्रिक काग्रेस  पुनः दुई खेमामा बिभाजित भएको हो ।
प्रक्रियागत रुप्ामा बिभाजित काग्रेस एक भए पनि भावनात्मक रुपमा एकता हुन नसक्दा आन्तरिक बिबादले चरम रुप लिएको थियो । एकीकरणको बेला भएको सहमति कार्यान्वयन नगरेको भन्दै संस्थापन पक्षका सभापति झलक नाथ वाग्लेले मंगलबार पत्रकार सम्मेलन मार्फत पार्टी औपचारिक रुपमा दुई भागमा बिभाजित भएको घोषण गरे ।
संस्थापन पक्षका कार्यकर्तालाइ क्रियाशिल सदस्यता नदिएको नबिकरण नगराएको हुदा कार्यकर्ताको भावना अनुसार नै आफुले यस्तो कदम चालेको वाग्लेले बताए ।    
पार्टी एकीकरण पछि शेरबहादुर देउवा पक्षका यज्ञबहादुर खत्रीलाई जाजरकोटको सभापति बनाईएको थियो । सभापति खत्रीले क्रियाशिल सदस्यता फारम अहिलेसम्म  नभराएको पार्टीका कार्यकर्तालाइ पक्षपात गरेको सहमति बिपरितका क्रियाकलाप गर्दै गएको संस्थापन पक्षका सभापति वाग्लेको भनाइ छ । पार्टीको आन्तरिक बिबादका कारण सयौं कार्यकर्ताहरु क्रियाशिल सदस्यता पाउनबाट बन्चित  भएको नेबिसंघ अध्यक्ष महेन्द्र शाहले बताए । तमाम कार्यकर्ताको भविष्य माथि खेलवाड गरिएको उनको भनाई छ ।
तर बर्तमान सभापति खत्री भने संस्थापन पक्षका कार्याकर्ताले पार्टी अनुशासन बिपरितका कार्य गरेकोे आरोप लगाउदै आएका छन । केन्द्रको मिलेमतोमा आफूलाई थाहै नदिई गलत प्रत्रियाबाट सदस्यता वितरण गरिएका कारण क्रियाशिल सदस्यताको विवाद सृजना भएको बताउछन् । उनी यसरी गलत प्रक्रियाबाट वितरण गरिएका सदस्यता केन्द्रमा नपठाउने बताउछन् । तर संस्थापन पक्षका कार्यकर्ताहरुले भने पार्टी सभातिले क्रियाशिल सदस्यता उपलब्ध नगराएको बताएका छन ।  ।
जिल्लामा दुइ पक्षबीच बिबाद चर्किएर पार्टी दुइ खेमामा बिभाजित भएपछि बिबाद सुल्झाउन मंगलबार नै केन्दि्रय सदस्य बलबहादुर के.सी जाजरकोट आइपुगेका छन । उनले २ दिनसम्म जिल्लामा बसेर बिबाद मिलाउने कुरामा कार्यकर्ता आशाबादी  छन ।
   दुई पक्षका जिल्ला स्तरका नेताहरुको विवाद चुलिदै जाादा उनीहरुको बोलचाल समेत बन्द भएको थियो । ती नेताहरुको भेटघाट हुन वित्तिकै दिनहू जस्तो भनाभन हुने गरेको छ ।
जिल्लामा यस अघि पनि   विवाद मिलाउन  केन्द्रबाट आएका भक्तबहादुर बलायर र विजुल विश्वकर्माको रहोवरमा कार्यवाहक सभापतिको रुपमा संस्थापन पक्षका दिपकजगं शाहलाई जिम्मा दिने र बाकी रहेका विवाद मिलाउन सभापति खत्रि, निवर्तमान सभापति वाग्ले, पूर्व्ा सभापति सनत कार्की र कावा सभापति शाहलाई अधिकार प्रत्यायोजन गरिएको थियो ।
तर पनि विवाद मिल्न नसकेपछि कार्यवाहक सभापति सुशील कोइराला र सहमहामन्त्री एवम् प्रवक्ता अर्जुननरसिहं केसी जाजरकोट आएर बिबाद मिलाएर  सवै क्रियाशिल सदस्यता पठाउन र एकजुट भएर लाग्न निर्देशन दिएका थिए ।
पार्टीको आन्तरिक बिबाद मिलाउने बारम्बारको प्रयास असफल भएपछि मंगलबार आधिकारीक रुपमा पार्टी २ भएको घोषण गरिएको छ ।

Hubble catches planet being devoured by its star

WASHINGTON (AFP) – The Hubble space telescope has discovered a planet in our galaxy in the process of being devoured by the star that it orbits, according to a paper published in The Astrophysical Journal Letters.
The doomed planet, dubbed WASP-12b, has the highest known surface temperature of any planet in the Milky Way -- around 1,500 degrees Celsius (2,800 degrees Fahrenheit).
But it could be enveloped by its own parent star over the next ten million years, the paper's authors have concluded.
Using a new instrument called the Cosmic Origins Spectrograph that was installed on Hubble in 2009, the researchers observed how the planet was whipped into an elongated shape by gravitational forces.
"We see a huge cloud of material around the planet, which is escaping and will be captured by the star. We have identified chemical elements never before seen on planets outside our own solar system," team leader Carole Haswell of The Open University in Great Britain said.
Discovered in 2008, WASP-12b is located about 600 light-years from Earth in the Auriga Constellation and is more than 300 times the size of Earth.
It also has a mass 40-percent greater than that of Jupiter, the biggest planet in our solar system.
It is so close to its parent star that it orbits it in little more than 24 hours.
Astronomers already knew that stars will swallow a planet that comes too close to it, but this is the first time that the phenomenon has been observed so clearly.
The paper, which was published in the May 10 edition of The Astrophysical Journal Letters, confirms a theoretical paper published in the journal Nature last Friday by Shu-lin Li, an astronomer at Peking University in Beijing.
Shu-lin had predicted that the planet's surface would be distorted by the star's gravitational pull, and that gravitational tidal forces would make the interior so hot that it would greatly expand its outer atmosphere.

How To Punish Leadership Negligence

In any sensible system of institutional governance, negligence would be sanctioned. So why is it that leaders of major corporations often seem to escape punishment for negligent conduct? Why is it that Tony Hayward, the head of BP, can publicly admit that it was "probably true" that the company should have done more to prepare for deep-water drilling emergencies and still keep his job? This is a company that as recently as March 2010 defined itself as the leading deep-water drilling company. It's also a company that has demonstrated a pattern of questionable conduct related to safety as exemplified by the 2005 Texas City refinery explosion and the criticism leveled by the Baker Report as well as the lack of care that contributed to the 2006 Prudhoe Bay pipeline leak. Why are heads not rolling up and down the leadership chain at the company?
So long as we fail to hold business leaders to an appropriate standard of care, we can expect these sorts of disasters to continue. The heads of corporations are seldom held personally accountable for the negligent acts of their organizations. BP and its contractors have caused, at the very least, hundreds of millions of dollars to damage to the Gulf of Mexico. Deep-water drilling is a core competence. The CEO admits the company should have done more, which is tantamount to an admission of negligence. But the very worst that can happen to Hayward is that he will lose his job ... along with an attractive financial package to ease the pain. And he may even get to keep his job!
How could we hold corporate leaders responsible for negligence? We would start by defining a standard of care. Negligence is "conduct that is culpable because it falls short of what a reasonable person would do to protect (others) from foreseeable risks of harm." That's a straightforward standard. If you fail to do what a "reasonable person" would do and someone gets injured, you are subject to being sued and having to pay a penalty. For corporate leaders, this would mean establishing a "reasonable leader" standard. Given that BP was specializing in deep-water drilling, and given prior experience of devastating underwater oil spills in the Gulf of Mexico and elsewhere, it was reasonably foreseeable that these sorts of problems could occur and the company's leaders did not do what a "reasonable person" would have done to prevent these problems.
Having established a standard of care, we then need two additional elements: penalties and a fair way to judge conduct. The former could be addressed by writing specific provisions concerning negligence into executive compensation contracts. "If you are judged to have been negligent as a leader, you will forgo some or all of your severance payments." The best predictor of what people do is what they are incentivized to do. If there aren't penalties for leadership negligence, we are encouraging leadership negligence.
Finally, we would need a fair way to judge negligence. This couldn't be credibly done by Boards of Directors or other interested parties. One answer would be to create a special panel to render judgments, consisting perhaps of highly respected retired executives.
Would this be easy to implement? Of course not. It would require a great deal of thought and careful design. But if we fail to fundamentally transform the incentives companies offer their executives, we should expect more of the same.

Apa Sherpa' climbs Everest a record 20th time

KATHMANDU: A Nepalese Sherpa climbed Mount Everest for the 20th time early Saturday, beating his own world record, an official said.

Apa Sherpa, 50, reached the summit of world's highest peak on Saturday morning, a spokesman for the tourism ministry said.

"He reached the top of Everest this morning. He is in sound health and is now heading back to base camp after spending around half an hour on the summit," Laxman Bhattarai told foreign news agency.

Sherpa, who first scaled Everest in 1990 and has been dubbed the "super Sherpa" for the apparent ease with which he climbs the mountain, dedicated his latest expedition to the impact of climate change on the Himalayas.

"I am thankful to have been able to climb Mount Everest for the 20th time," he said in a statement published on his website. "I also climbed to bring attention to the damage done to the Himalayas because of global climate change."

Thousands of people have climbed Mount Everest since Edmund Hillary and Tenzing Norgay became the first people to conquer the 8,848-metre (29,028-foot) mountain in 1953.

"Everyone sounded unbelievably happy. They also thanked everyone who supported them and encouraged them throughout their journey."

Could Online Hackers Steal Your Cash?

 When you access your bank account online you probably don't think that at that exact moment there may be a hacker, somewhere in the world, trying to steal your bank information and your money.
Your bank offers secure online banking, so why should you worry, right?
Despite banks' efforts to protect accounts from the online crooks, hacker attacks remain a serious threat that cost Americans millions of dollars each year. The Internet Crime Complaint Center reported that Americans lost about $559 million to Internet thieves in 2009. That is more than twice the 2008 figure, when $268 million was stolen on the Internet, according to the center.
"Last year there were more online bank robberies than there were actual on-site bank robberies," says Sean Sullivan, a security adviser at F-Secure, an Internet security firm. "Banks have become very proactive in protecting accounts from hackers, but it's still quite a large problem. We see all types of new attempts every day."
Biggest Threat
Banking Trojans -- malicious code specifically designed for banking fraud -- are one of the biggest threats to consumers who bank online, Sullivan says. They are invisible and can steal multiple types of data, including passwords. Some more advanced types of Trojans can make fraudulent transfers and drain your account while you are logged on to the account online, he says.
Is Your Bank Safe?
The more questions and passwords you are asked to enter in order to log in to your account, the safer is your bank's website.
If your bank only asks you to enter a username and password to log in its website is not as secure as it should be, Sullivan says.
Some banks require customers to create a username, a site key name and use personalized pictures or symbols that appear during the login process. In addition, banks should ask customers to answer a security question before gaining access to their account.
"The more layers you have before you get to your account, the safer you are," Sullivan says.
Who's Liable?
In the event you become a victim of online theft, act quickly and know your rights. The general rule for consumer checking and savings accounts is the bank is liable for most of the damage, as long as you report the illicit transfer in a timely manner. But if you have a line of credit account or a business account, you need to be extra careful, because the bank will not always be obligated to pay for your loss.

"It is based on whether the customer's conduct with respect to security was reasonable," he says. In that case the court will ultimately determine who was more at fault for the breach -- the bank or the consumer.
Business Accounts
Business accounts are the most vulnerable to hacker attacks and the least protected by the law. Hackers are much more inclined to break into a six-figure business account than a consumer account with a few thousand dollars, Sullivan says.
"There are hundreds of cases of thefts of money from small business deposit accounts each year," Johnson says.
Business accounts are regulated by the Uniform Commercial Code, or UCC, which requires banks to maintain "commercial reasonable authentication security procedures," in any kind of wire transfer, he says.
"If the bank can show the breach was caused by something the customer did the bank is not liable," Johnson says.
California attorney Nada Alnajafi says most small businesses don't understand the risk they are taking when they use wire-transfer accounts.
"I don't think a lot of them understand they are taking almost full risk for any potential issues," she says.
She is representing a small Los Angeles business owner who lost $50,000 after a hacker committed a fraudulent transfer from his Bank of America account to a Croatian Bank. She filed a lawsuit on behalf of her client against Bank of America in February because the bank refused to take responsibility for the theft, she says.
Bank of America claims it is not liable for the illicit transfer. The lawsuit is pending.
How to Help Protect Your Account
• Don't access your account from a shared computer.
• Be certain your computer has anti-virus, firewall and anti-spyware programs, including security software with automatic updates.
• If you are using wireless service, check the settings on your computer to make sure the connection is encrypted. Don't connect to your account using a public network, like the ones you find at a coffee shop or at the airport.
• Review your statements regularly and carefully, and report any suspicious activity to your bank immediately.
• Use a strong password with letters and numbers combined. Don't use the same password for multiple accounts.
• Log out after every session.

My friend J is mad-crushing on her guy friend. She’s not the biggest flirt and not the most social being, so I’m currently in the process of tutoring her. The subject? The art of working it. Check out these tips for transforming a friendship into something more.

1. Yo, cool it with the names, Brah.
Stop calling him buddy, friend, pal, brother, slugger, dude, kid, cool guy, big guy, little guy, son, champ, sport, loser, Spike, dawg, punk, slick, professor, tiger, Smith, and hey you. Those names belong in the Friend Zone and they give off the wrong signal. They might feel comfortable to use, but they don’t get his heart racing (or yours!). They tell him you are not interested. Use his first name.
2. Change what you do together.
Create an opportunity for romance. Put down the Frisbee and go for a drink. My friend Lindsey took a small road trip with her guy friend so that they could attend a friend’s party in another city. On their return trip, they were more than friends. Now they’re getting married.

3. Dress for a date.
You want to maintain your identity and style, but try tapping into your feminine side. Swap the sweatpants for a skirt. He will notice. This sounds so backwards and antiquated, but I swear: skirts! Men are visual people. My friend Kate was like, a superjock tomboy but in 2003, after spending a semester hanging around me at grad school, she started wearing the color pink and skirts for the first time in her life. Men noticed! She snagged her first boyfriend the next semester. I’m just sayin’.
4. Stay open to other possibilities.
Date other people. If he asks you about these guys, he might be wondering about the competition. Nothing wrong with a little healthy competition. And while we’re at it…

5. Don’t over-focus on him and what could be.
If your mutual friends constantly gossip about how great you’d be together, that’s annoying. I’m glad they see what you see (or what you want to see), but is that what he sees? He won’t become your boyfriend because everyone thinks it should happen. He’ll date you if the chemistry grows and he feels attracted.
6. Get your flirt on.
It may feel inauthentic or suspect to start acting coy and girly and weirdo if you’ve always maintained your cool. Who bats their lashes while playing a competitive game of pool? But hey, it won’t be embarrassingly obvious if you start smiling and laughing more. You don’t have to act like Miss Piggy, but choose two moves and do them: giggle, touch his arm, toss your hair, touch your neck, shrug your shoulders, shake your hips, bake him a cookie. Come on! Be alluring! I’m not saying act fake, but if this guy makes you giddy, the giggling should happen naturally anyway.

7. Bite the bullet and ask him out already.
The worst way to miss someone is to be sitting right next to them. So if you’re on the couch playing Xbox with your bud and you’re just DYING to run your fingers through his hair, well, it’s time to ask him out. You cannot go on any longer. You are going to make yourself sick. Stop the torture. Ask him out.
8. But be patient after that!
The timing has to be right for a get-together. You might realize you have feelings for the guy, but at that time he’s seeing someone else. (Watch how he reacts to your asking him out—is he touched? He might free up later and go after you!) Keep up the friendship and who knows what the future will bring.

Using a Weak Password
Avoid simple names or words you can find in a dictionary, even with numbers tacked on the end. Instead, mix upper- and lower-case letters, numbers, and symbols. A password should have at least eight characters. One good technique is to insert numbers or symbols in the middle of a word, such as this variant on the word "houses": hO27usEs!

Leaving Your Full Birth Date in Your Profile
It's an ideal target for identity thieves, who could use it to obtain more information about you and potentially gain access to your bank or credit card account. If you've already entered a birth date, go to your profile page and click on the Info tab, then on Edit Information. Under the Basic Information section, choose to show only the month and day or no birthday at all.

Overlooking Useful Privacy Controls
For almost everything in your Facebook profile, you can limit access to only your friends, friends of friends, or yourself. Restrict access to photos, birth date, religious views, and family information, among other things. You can give only certain people or groups access to items such as photos, or block particular people from seeing them. Consider leaving out contact info, such as phone number and address, since you probably don't want anyone to have access to that information anyway.

Posting Your Child's Name in a Caption
Don't use a child's name in photo tags or captions. If someone else does, delete it by clicking on Remove Tag. If your child isn't on Facebook and someone includes his or her name in a caption, ask that person to remove the name.

Relaxation

Progressive Body Relaxation leads to deep relaxation of both the body and the mind. It is said that 15 minutes of this relaxation may rejuvenate you more than hours of sleep! So if you are feeling rundown and tired and you still have things to complete, practice this relaxation and you will find that it rejuvenates the body and gives you clarity and peace of mind. And of course it is a wonderful way to drift off into a deep and peaceful sleep.
Lie down comfortably on your back, support your head with a cushion if you need to and if your back is uncomfortable place a pillow under your knees. Keep your body warm by covering it with a towel or blanket. Let your arms roll away from your body and separate your legs slightly, letting your feet fall outward.
Become aware of your breath and allow it to slow and deepen. If your mind becomes distracted just draw it back naturally to your breathing. You will be placing your attention on a certain part of your body and relaxing it by feeling it expand on the inward breath and relax on the outward breath. Relax your body by spending one breath in each of the following areas:
Toes, heels, feet, ankles, calves, knees, thighs, hips, lower back, middle back, upper back, shoulders, upper arms, lower arms, wrists, hands and palms, neck and throat, face, lips, cheeks, eyebrows, forehead, temples.
An alternate order for relaxation is:
Left hand, wrist and forearm, elbow, upper arm, shoulder
Right hand, wrist and forearm, elbow, upper arm, shoulder
Back of the neck, spine, back
Left hip, thigh, knee, ankle, sole of foot
Right hip, thigh, knee, ankle, sole of foot
Abdomen and stomach, ribs and chest, throat
Scalp, forehead, temples, cheeks, jaw, mouth, nose, ears, eyes, whole face.

After relaxing each body part bring your attention back onto your breath and feel your whole body expanding on the inward breath and relaxing on the outward breath. Experience the body as a whole sinking down into the floor, letting go and releasing all the tension. In this completely relaxed state the body and the mind are at rest.
To come out of the relaxation begin to move your fingers, toes, hands and feet. Have a stretch and bring your hands up to touch your face. When you are ready to sit up roll to your side and slowly help yourself up. Take a breath in and feel the rejuvenating effects of the deep relaxation.

Alabama gamer pitches his way to a million dollars

Having occurred only 16 times since the modern baseball era began in 1900, pitching a perfect game is among the rarest feats in sports. It's the Holy Grail for pitchers, earning them a one-way ticket to sports immortality and a permanent spot in the history books.
But for 24-year-old Wade McGilberry, there was a more, uh, practical motivation: $1 million, which is exactly how much the Alabama man just won for throwing a perfect game in MLB 2K10 for the Xbox 360 and PS3.
"It was actually my wife who convinced me to go for it," he said in a statement. "I never thought I'd actually win a million dollars playing a video game, it's all still sinking in for me."
The prize is the culmination of 2K Sports' Perfect Game competition, which ran from March 2 to May 1. Gamers were required to play the game's MLB Today mode and select the "MLB 2K10 contest," which automatically defaults to the correct gameplay settings to ensure an even playing field. While McGilberry might not have been the only player to throw a perfect game, he was the first, earning the unprecedented million-dollar prize by tossing perfection on the very first day of competition.
McGilberry was presented with an oversized check at his home.
"The game itself was fantastic -- I'm glad I bought it either way -- but I have to say, this is a nice return on my investment," he said.
Considering the game retails for $49.99, that's a return of about $999,950.01. Nice indeed.

Gunshots in Bhaktapur

Maoist affiliated Young Communist League (YCL) and UML affiliated Youth Force (YF) exchange allegations over the firing that took place near Bhaktapur Durbar square Wednesday morning.
At least two gunshots were heard while the YCL cadres were chasing away the YF cadres after the latter demonstrated against the general strike.
The two youth groups were demonstrating from early morning in the area. YF rally was led by its president Mahesh Banset.
According to YCL members, they have collected one magazine and 4 bullets from the scene, which have been handed over to police. No one has been report hurt in the incident.
YCL and YF leaders have accused each other for the firing. Police have now taken the situation under control.

Pakistani man convicted for 2008 Mumbai siege

An Indian court handed down a guilty verdict Monday in the case of the only surviving gunman from the 2008 siege in Mumbai.
Mohammed Ajmal Kasab, a Pakistani, was found guilty of murder, conspiracy and waging war on India. Two Indian nationals accused of conspiracy were acquitted.
A judge is expected to sentence Kasab on Tuesday. He could receive the death penalty or a life sentence.
India blamed the attacks on the Lashkar-e-Tayyiba, a Pakistan-based terror group allied with al Qaeda.
Authorities said Kasab was trained by the organization, which was banned in Pakistan in 2002 after an attack on India's parliament. The group denied responsibility.
The Mumbai attack derailed a fragile peace process between nuclear-armed India and Pakistan for about 15 months.
Top diplomats from the two South Asian rivals met in February this year in a fresh bid to resume their dialogue.
More than 160 people were killed in Mumbai in November 2008, as 10 men attacked buildings including the Taj Mahal Palace and Tower and Oberoi-Trident hotels, the city's historic Victoria Terminus train station, and the Jewish cultural center, Chabad House.
The assault lasted three days.
Kasab was photographed holding an assault weapon during the attacks.
Indian forces killed nine suspects in the attack. Their bodies were embalmed and kept in a hospital morgue as some local Muslim groups refused them a burial in their graveyards, saying the attackers were not true followers of Islam.
An Indian official in Maharastra state, where Mumbai is located, said a burial took place in January this year. He did not give the date or the exact location of what he described as a secret funeral.
